Legislators advocate fighting against HIV/AIDS from grass-root level

IMPHAL, September 10: Expressing concern over the spread of HIV/AIDS in the state, state Deputy Chief Minister Gaikhangam said unless the people of the state check its spread and root out HIV/AIDS from the society, there is no knowing what the future of the state will hold.

He was addressing a one day state level convention on mainstreaming HIV/AIDS for Autonomous District Councilors, Manipur held at the Jubilee Hall of RIMS.

The convention was organized by the Hill Areas Committee, HAC, sponsored by Manipur State AIDS Control Society, MACS and supported by the Manipur Legislators Forum on HIV/AIDS (MLFA).

The prevalence rate of HIV/AIDS is high in the state and it is time for the people to be conscious of the issue, he said. Highlighting that the state has the highest rate of HIV/AIDS prevalence in the entire country, the Dy CM said that people need to understand and fight the issue unitedly.

Oinam MLA Dr I Ibohalbi Singh and secretary MLFA said that unless the people consider the past, present and future of the issue, the future might get destroyed.

He said the issue of needle sharing which is one cause for the spread of the HIV/AIDS could be controlled with awareness campaigns, however, the main issue lies in unprotected sex.

The spread of HIV/AIDS through sexual relationship needs proper and mature consideration, he said.

Casualty (death) rate amongst people living with HIV/AIDS who gave Tuberculosis can be lessened with routine intake of medicines, however, it is hard for the medication to work amongst PLWHIV/AIDS who have Hepatitis C infection, he said.

He further expressed that the Manipur Legislators Forum on HIV/AIDS, MLFA will be proposing an amendment to the already drafted Manipur Control State Aids Policy which in all likelihood will be discussed in the next winter session of the State Legislative Assembly.

It is high time for the people to find ways to control HIV/AIDS, said state health minister Phungzathang Tonsing who was also the chief host of the day’s programme.

He called upon all the state legislators to get involved in fighting the issue. All centrally sponsored funds should be properly utilized, he said while adding that more than 2000 children are currently living with HIV/AIDS in the state. Only awareness campaigns cannot deal with the issue and as such there is the need to consult with the concerned authorities and start from the grass root level, he said.

The state Health minister also expressed the need to check whether the organizations involved with the issue are properly utilizing the state provided funds.

The Autonomous District Council Manipur Forum on HIV/AIDS of Manipur was also formed today with the sole objective to take on HIV/AIDS from the grass root level by joining hands with Zilla Parishads.
