IMPHAL, March 18: In an inspection conducted by United Committee Manipur (UCM) and Meitei Council Moreh on March 13, 2013 many inadequacies in Moreh Hospital came to light starting with two other names of the same hospital found to be named as Community Health Centre and Sub District Hospital named by National Rural Health Mission (NRHM) Chandel.
This was stated to reporters today by Yumnam Nabachandra President of UCM who questioned if there is any hidden agenda behind there being three names of the same hospital. "We found that the infrastructure of the hospital was not up to the standard. The rooms were in a mess with dirt and the only Minor OT there do not even have a window," he said.
There were huge cracks in the wall of the hospital and there were no safety tanks for the outlets of the toilets. Such flow of outlets in the open area will cause to form more diseases. Where from the water of the toilets were supplied, as there is no reservoir, he asked.
He then said there were only a single patient in the hospital during the inspection and there were no patients in the OPD or wards. The attendance registrar was found to be signed in advance for March 14 and 15, 2013 by three staffs. This indicates that the hospital has no owner and one can attend their duty as and when desired.
The power supply in the hospital is irregular though some solar lights installed by MANIREDA were there. There were only 38 posts there out of 99 post sanctioned. There were no nursing sister, gynaecologist, pediatrician and medicine doctor, he said.
UCM sees that the setting up of a Primary Health Centre at a distance of 200/300 from the hospital, despite looking after the bigger hospital and keeping it dysfunctional will be a mockery to the people there.
Speaking to UCM Dr Nandakishore, Deputy Medical Superintendent of Moreh Hospital said for the functioning of the hospital all the posts sanctioned should be filled, and the sincerity and loyalty of the staffs and doctors is mandatory. Higher authorities are appealed to provide support and provide doctors from NRHM with the consent of the DC.
The due sanctioned amount for the hospital has not been fully provided and equipments found in other district hospitals should be provided here, and staff quarters are required as many staffs are from far places. Safety tank and water reservoir are required, he added.
He then said that instead of the IRB posted there, a police picket will be of more help to the hospital.
Meanwhile, Nabachandra said a memorandum regarding the matter will be submitted to the Chief Minister soon.
