ATSUM reiterates stance to intensify agitation


IMPHAL, March 3: As a follow up of the talk with the Government of Manipur (GoM) and the Executive councils of ATSUM on February 16, 2013 in the matter of the long pending demands of the Tribal, the Union is constrained to apprise the GoM to concede to the urgent demands of the Tribal to pave way in ushering peace, harmony and inclusive development of all communities, said a release of the All Tribal Students’ Union Manipur.

The release further said that having assured by the GoM to concede to the charter of demands in due course of time, timely attention is drawn for redressal of grievances including of: Urgent consideration to review the order no 3/8/2008-Jr. (MCS) DP dated December 7, 2012; Adequate Staff and infrastructures in the Educational Institutions in the Hill; Setting up of State commission for Schedule Tribe under the Constitution of India (ninety tour Amendment) Bill 2002 article 338A; Effective Governance of the Hill areas; Setting up of B.Ed centre's in the Hill areas; and

Protection of Indigenous Tribal peoples' right and Land.

On the request of the GoM to give some time to work out the technical feasibility in connection with the charter of demands for implementation, the Union has been considerate enough to start by for an ample time, it said.

It is a matter of great concern to reveal the truth based on factual discrimination and exploitation by those at the helms of affairs, it continued.

“For instance, reservation of post for STs/SCs in promotion wide order no.3/8/2008-Jr (MCS) DP dated December 7, 2012 has been deliberately manipulated in violation of government notification no.9/l/91-DP (ST) Sc Manipur Reservation of vacancies in posts and serve for ST/SC rules, 2011 dated 17/5/2011 and schedule-l. ie method of recruitment by direct recruitment and schedule-ll method of recruitment: By promotion of model roaster of 200 points,” it claimed.

The recruitment of Junior MCS service rule latest amendment published in Manipur Gazette date 6th/03/2012 (2)&(3) clearly states that these shall be 2 grades i-e Junior MCS Junior grades II senior MCS, senior grade, it said.

The clause 3 States that the post of Junior MCS, senior shall be class-l Gazette while the post of Junior MCS, Junior grade be class-II gazette. It is pertinent to bring to the notice of the Tribal that the rules and 200 points model roaster have been dumped to serve the interest of the big in power, it said.

“Taking into consideration the overall performance and ACR of the tribal candidates in general, it is not expected to place all the ST/SC candidates at the bottom in a water tight compartment under ST/SC category,” it added.

In this regards, the ATSUM submitted a petition to the Chief Secretary on 27/11/2012 ahead of the DPC for strict adherence of Rules. Further, on 8th December 2012, a Memorandum was submitted to the Chief Minister on the demand for urgent consideration to review the order no.3/8/2008-Jr. (MCS) DP dated December 7, 2012 and an ultimatum on 10 Jan, 2013. However, the Government hasn't done anything tangible to rectify the aforesaid order, it said.

In view of the above, the ATSUM once again reiterates its stance to intensify further course of agitation if the “genuine demands” are not fulfilled in the nick of time, it added.
