Selection of beneficiaries of National Food Security Mission on

Imphal, August 21: To make the National Food Security Mission dream taken up by the UPA government at the centre a success, the state government had made necessary arrangements to identify beneficiaries of the state. Allocation for the same will be made according to the number of beneficiaries.

According to an official source, a target to encompass about 23.78 lakh people out of the total population of 27, 27, 749 (2011 census) under the scheme had been made, which amounts to 4.75 lakh households of the state at an average of 5 persons per household. As soon as the scheme becomes effective, 70.31% households (16.72 lakh) in rural areas and 29.64% (7.05 lakh) in urban will be benefitted.

The state had taken up necessary steps for identification of beneficiaries prior to the implementation of the Ordinance so that no lapses occur. The first thing required is finding out the number of beneficiaries and for this, ration cards previously issued are inspected minutely and required new ones will be issued. “False” ration cards will be excluded, the source added.

According to records, total number of ration cards of the state is 4,06,593. Also, computerisation of beneficiaries under Targeted Public Distribution System (TPDS) had been initiated and compilation of about 50,000 beneficiaries had been completed. Orders had been issued to respective DCs to complete the remaining soon. Under the National Food Security Scheme, the Ration cards will be in the name of the eldest woman of the household.

Computerisation of beneficiaries is highest in Imphal East and Bishnupur districts. The department of CAF & PD will take technical assistance of NIC to establish the database of beneficiaries. After the National Food Security Scheme becomes effective, there will no longer be APL, BPL categories but instead only two – Priority and Non-Priority categories. Non-Priority category will not get any benefits under the scheme. But beneficiaries of AAY scheme will continue to get 35 kgs of rice, wheat and pulses as before.

For the four valley districts, since transporters licenses had been cancelled, under supervision of respective DCs, Door Step Delivery System had been initiated. Appointing agents for transporting sugar from outside the state had also been initiated.

Meanwhile, orders had been issued to District Supply Officers to facilitate opening of Fair Price Shops with correction of zones, appointment of Agents and SK Oil sub-dealers within the current month in accordance with the recommendation of the Wadhwa Committee of the Supreme Court. The source further asserted that the Wadhwa Committee had cancelled the appointment of Fair Price Shop Agents who are “close” to local MLAs.
